President William Ruto nominates 50 to CAS positions: Duties and Responsibilities

President William Ruto has nominated 50 Kenyans to the position of Chief Administrative Secretary (CAS) in all ministries.

The nominated individuals include Dennis Itumbi for the ministry of information, communication and the digital economy, Wilson Sossion for tourism, Evans Kidero for trade, and Charles Jaguar for the youth affairs, arts, and sports ministry.

The roles of a CAS

The CAS position was created on January 26, 2018, by Former President Uhuru Kenyatta to ensure better coordination in the running of affairs in respective ministries. The role of a CAS involves the following.

· Responding to issues or questions regarding the portfolio assigned to the office · Providing liaison with the National Assembly · Providing liaison with county governments on matters of concurrent mandate · Providing inter-ministerial or sectorial coordination · Representing the cabinet secretary at any meeting as instructed · Executing any other duties and responsibilities specifically assigned to the office of the cabinet secretary in furtherance of the interest of the ministry

The nominations have been transmitted to the National Assembly for consideration and approval in accordance with the Public Appointments (Parliamentary Approval) Act (No.33 of 2011).

They were made following recommendations of the Public Service Commission. However, the position of CAS has been disputed in court but judges ruled in favour of the government.
